Proposed Affordable Housing on Fowler Avenue

Bozeman is taking steps to tackle its housing affordability problem. On a city-owned 5-acre parcel on what will be Fowler Avenue (between Oak Street and Farmall), a new affordable housing project is in the early stages, with the city holding open houses to discuss the idea with residents. Early concepts show 84 townhome-style units developed under a community land trust model. This post breaks down the key phases—annexation, zoning, design, and public engagement—to help you stay informed on how this initiative might shape Bozeman’s future.

Land location & road extension: The 5-acre site lies just south of Oak Street and north of Farmall, along the planned extension of Fowler Avenue. The Fowler Avenue project is in its design stage.

Annexation & zoning needed: Since the land is currently within Gallatin County but surrounded by the city, Bozeman must annex the parcel and apply relevant zoning regulations before development.

84 new townhomes: Initial plans propose 84 townhome units, two to four stories high with tucked-under garages and off-street parking.

Community Land Trust Model: Designed to remain affordable permanently, these homes are envisioned to serve as below-market-rate residences managed via a community land trust. The city is prioritizing middle-density layouts, avoiding high-rise structures. Both a community land trust partner and developer will need to be identified for this project.
